The Structural Performance Review (SPR) uses the Structural Performance Indicator (SPI) Diagnostic to reveal the hidden structural and governance constraints that limit organisational performance, AI readiness, and transformation delivery.


It gives leaders a clear, non‑political understanding of why execution stalls  and what must change to correct it.


The SPR is designed for Gulf organisations navigating rapid growth, national transformation, and the increasing demands of AI governance.


What the SPI Diagnostic Measures

The SPI Diagnostic assesses five structural performance indicators that determine how effectively an organisation can make decisions, execute work, and adopt AI at scale:


  • Decision Persistence - how long decisions survive before being reopened
  • Accountability Half-Life - how quickly ownership decays after decisions are made
  • Interface Bypass Rate - how often teams work around formal interfaces
  • Escalation Load - how much decision‑making is pushed upward unnecessarily
  • Learning Latency - how long it takes the organisation to learn from errors


Together, these SPIs provide a structural picture of how the organisation actually behaves — not how it is designed on paper.
